HOA Bylaws and Covenants
Please also note that our Covenants are linked to our Bylaws. Both have requirements and restrictions relating to buildings and allowances. Please be sure to download and read both. In an effort to make these more clear, a new version of our Bylaws was created and approved in June of 2023. No new rules or changes were made, however, the covenants regarding building were incorporated into the bylaws and restated as one document. The covenants (last revised in 2004) are still an active and legal document as well.

Building, Adding On, or Renovating your exterior?
Here's what you need to know:
Before starting any construction project, you must obtain Architectural Committee approval. To make this as easy as possible, please fill out the ARCHITECTURAL REVIEW REQUEST FORM and submit that with your Plans, Construction Agreement and Damage Repair Deposit Form (included) and your REFUNDABLE Security Deposit.
This is also some additional information compiled over the years to help you understand some of our rules and expectations (areas where we have had issues and wish to not keep repeating these): Information for Builders
This list is meant to cover the main points, please read BOTH the Covenants and Bylaws for all rules (IT IS INCUMBENT UPON THE MEMBER TO READ AND UNDERSTAND ALL RULES PRIOR TO STARTING--call us with questions).
1. All plans submitted to the Committee for approval should include a floor plan, driveway location, residence and garage footprint, set-backs, landscape design and exterior lighting. All plans submitted will be handled in a timely manner and open to discussion. The committee has 30 days to review and schedule committee meetings once submitted.
2. Before construction or clearing can begin:
a) a $10,000 refundable security deposit must be delivered to the Ranch HOA for:
1. road wear and tear issues AND/OR
2. to ensure the bylaws are adhered to, AND
b) Written approval by the ARC of all plans, samples, colors, etc.
No construction/clearing/driveway work, etc. is allowed prior to ARC Approval and the security deposit being made.
3. Square footage of living space is set at a minimum of 2,000 finished square feet; of which 1,500 shall be on the main level floor. In addition, a minimum two car garage (400 square feet) is required; either attached or unattached. (Defined within Ranch By-Laws--Please read both the Covenants and By-Laws, Amended June/2020 to enforce with penalties if not adhered to).
4. All commercial signs, including realtor signs to be fifteen feet back from the edge of the road, not to encroach on the right of way and no larger than three feet square.
5. No trees or natural brush to be removed within 15 feet of the lot line. (forming a buffer zone). Tag any trees that need to come out (that are not in the approved footprint of the home and ask the ARC to review).
6. Temporary enclosures that house building tools etc., are to be removed at the completion of the home. All homes are required to be completed within 12 months of the beginning excavation. If unpredictable problems occur, the owner may appeal to the committee for an extension.
7. All additional structures need Architectural Committee approval.
8. Decorative fences on the property need approval from the Architectural Committee. No solid board fences will be constructed.
9. It is not the purpose of the Committee to make personal decisions for property owners regarding their taste in homes; only to the extent of preserving the existing natural beauty of the HOA.
10. Propane Tank is to be buried or screened (if above ground).
11. Animal Proof Garbage cans if outside and using pickup service.
12. Consideration of neighbors when locating satellite TV hookup.
13. Exterior lighting-consider neighbors--see rules.
14. Ranch Water District is a separate entity and has additional requirements for hooking into the system.
15. All local building rules, fire restrictions, etc. must be adhered to.
16. Section 6-11 within the Covenants covers all Noise and time of day rules for work done on properties.
17. Article XV (15) within the Bylaws covers additional construction rules (please read all sections). We also have a set of Sound Abatement rules that were passed that affect allowable construction hours Link to Resolution (PDF).
18. We have a noise covenant! Make all builders and contractors aware that quiet hours are 8PM - 8AM EVERY DAY, and NO CONSTRUCTION on Sunday. We will direct contractors to leave if they show up on Sunday. Quiet/inside work can be done. But no saws, nailing, digging, etc. during quiet hours.
Amendments and Bylaw Changes

une 14, 2020 the following Amendment was approved unanimously by the HOA membership in attendance at the annual meeting regarding the Architectural Committee and process for building within the Ranch. A higher refundable security deposit was approved to protect the Ranch and help ensure the bylaws are followed.

September 18, 2018 the following resolution was passed by the HOA Board regarding Sound Abatement. This resolution was ratifed via unanimous vote at the Membership Meeting on June 23, 2019.

April 14, 2017 the following resolution was passed by the HOA Board regarding Snow Removal. On June 4, 2017 the resolution was ratified by the membership at the HOA Annual Meeting.

June 14, 2015 the following resolution was passed regarding the responsibility of property owners to maintain a "fire safe" property. This will be added to the Covenants when they are next revised.
